Starting in Magento 2.4.5 a change was implemented in the Magento core code that can effect stores with certain extensions installed, such as third party shipping solutions, that prevent the working functionality of the Free Shipping logic in cart rules.
If your store encounters this problem the solution will be to create a custom plugin for the function noted in the link above, reverting the line change in the collect function to remove the (int) casting.
